Background of the Project/ Challenge
ADB is currently establishing an energy transition mechanism (ADB ETM) designed to maximize market based mechanisms to accelerate transition from fossil fuels to renewable energy with focus on select markets in Asia.
The project is designed “To help the governments and relevant stakeholders in the Philippines, Indonesia and Vietnam assess the options to initiate a secure and cost effective phase-out of coal-fired power plants (CFPP) from their power generation mix, providing them with a high-level prioritization of plants to retire in the short to medium term through an Energy Transition Mechanism, and developing a pre-feasibility assessment of the financial value of representative plants for a pilot ADB ETM”.
What We Did
ADB engaged CSV, as part of a consortium, where CSV focused on financial analysis to size potential funding requirements of the ADB ETM and specific coal plant due diligence in the Philippines, Indonesia, and Vietnam. CSV also provided key feedback to “ground truth” the multiple criteria analysis being used to prioritize coal plants being selected across the countries particularly the Philippines which was the only country among the targets with a fully liberalized power industry.
- CSV was tasked to undertake financial analysis and valuation of each coal plant to arrive at expected valuation based on industry standards
- Provided a commercial angle to ADB’s pre-feasibility study allowing the pre-feasibility and potential methodologies to be aligned with current market and industry trends despite its un-tested coal retirement methodology and valuations
- Collaborated with ADB and other consultants to complete the MCA and pre-feasibility report
Outcome
- Pre-Feasibility Study completed and the basis for full feasibility studies of ETM roll-out in the priority countries

- As part of the engagement, CSV was also key in early stage discussions with potential international funders and government units in understanding operational, market and pricing mechanics for potential Philippine engagements aligned with global standards on ESG and decarbonization of loan portfolios.
