Coal Asset Transition Accelerator (CATA) Phase 2: Inception to Implementation

Background of the Project/ Challenge
The Coal Asset Transition Accelerator (CATA) was incubated by the European Climate Foundation as a pathfinder for cutting edge policy to serve the wider climate community. CATA’s ultimate objective (vision) is to reduce CO2 emissions through the application of CTMs that help transition coal-fired power plants affordably and equitably, while accelerating the deployment of replacement renewable energy. To achieve this goal, CATA has three target outcomes:
- CTMs piloted at plant level in key geographies
- Key decision makers employ strategic approach – incorporating social and technical constraints and considerations – into accelerating CTM deployment
- Global network of experts and active knowledge hub supporting CTM deployment

What We Did
CSV continues to be a core member of CATA involved in its expansion and contributing to the CTM pilot development and financing initiatives through leading the following functions:
- Transaction technical assistance (TA) partner engagement and selection: Managing the process of identifying and engaging transaction-level pilot as well as a global network of transaction advisory consultancies that could be engaged in delivering TA to stakeholders through CATA.
- Capability and tool development: Further developing a suite of tools that are at the cutting edge of advancing coal retirement and can be deployed to support TA requests.
- Delivering TA to public and private stakeholders (e.g. governments, utilities, FIs) in priority geographies utilizing CATA’s network of global and local delivery partners. Each core organisations’ role will depend on the scope and geography of each TA project.
Outcome
- Expanding CATA to be more finance focused platform with ready set technical and financial advisory frameworks for ease of execution of coal transition mechanisms when ready
- TA delivered to pilot projects and first movers in private sector-led decarbonization initiatives in Southeast Asia
