Green Energy Option Program (GEOP) Expansion Broadens Renewable Energy Access in the Philippines

10 March 2026  — The Philippines’ Department of Energy (DOE) has officially lowered the minimum eligibility threshold of its Green Energy Option Program (GEOP) from 100 kilowatts (kW) to 50 kW of average monthly peak demand. This change enables more industry players and other electricity consumers that meet the revised demand threshold to directly source their power from renewable energy (RE) suppliers under the GEOP framework.

How does it work?

For corporates and businesses meeting this new lower kW threshold, the revised GEOP guidelines allow them to choose RE resources from reliable RE suppliers. Upon implementation, they will be provided with necessary services, including wheeling, metering, and supply agreements. By participating in the GEOP, businesses enjoy many benefits, including energy security, affordability, and sustainability.¹

As part of the GEOP expansion, the DOE now also allows multiple consumers within a Direct Utility’s (DU) franchise area to consolidate their energy demand and form an aggregated group to facilitate RE access. There is no limit to the number of consumers under a GEOP aggregation, and their switch to clean power sources will also be supported by an RE supplier.

The Future of 20 kW Threshold

To ensure the progressive expansion of the GEOP, the DOE will be conducting an annual review of the 50 kW threshold. This review will prioritize the gradual reduction of the threshold from 20 kW, 10 kW, and eventually 0 kW.³

This phased reduction will be based on the number of licensed RE suppliers in the market, availability of smart metering infrastructure, and the impact of the previous reductions on the stability of DU captive rates.⁴

Supporting the Philippines’ Renewable Energy Growth Targets

GEOP’s expansion and other similar government policies support the country’s goal of diversifying its energy mix. Under the Philippine Energy Plan, the set target is to increase renewables to 35% by 2030 and 50% by 2040. See Figure 1 for the country’s renewable capacity goals.⁵

As the GEOP continues to evolve, expanded access to direct renewable energy contracting is likely to reshape how electricity consumers engage with the power market. For corporates and other end-users, early engagement with GEOP presents an opportunity to position energy procurement as a strategic lever for both operational resilience and long-term sustainability.
