Policy Brief #1: Robust Pathways for a Just and Managed Energy Transition in the Philippines



Background of the Initiative



The Philippine Power Sector Decarbonization Initiative (the “Initiative”) is a program initiated by CSV that aims to create transition strategies through innovative financial solutions and commercial models that maximize the potential of the Philippines’ liberalized power market to help accelerate the country’s transition towards clean energy. The Initiative builds upon a Scoping Study for a Philippine Just Energy Transition supported by the Rockefeller Foundation being undertaken by CSV together with the Makati Business Club, UPecon Foundation, and Jacobs Engineering. The Study aims to assess the means to and impacts of the country’s transition to clean energy by examining key aspects of the Philippine power sector. These aspects include the readiness of the country’s transmission system to facilitate the pivot from fossil fuel to cleaner sources of energy while maintaining grid stability, the socio-economic impacts of the transition in particular on electricity prices, household income, greenhouse gas emissions, and employment, the commercial arrangements and financial solutions that could incentivize private sector to participate in the transition, and the policy and financing requirements that could accelerate a just energy transition in the country. To this end, key reports are slated to be released which explore:

2) Grid Infrastructure Upgrade Needs Analysis
3) Sizing and Mitigating the Socio-Economic Impacts of a Just Energy Transition
4) Incentivizing the Private Sector to Accelerate a Just Energy Transition
5) Proposed Philippine Just Energy Transition Financial Package and Policy Roadmap
